NASA Grantee Guidance and Administrative Updates

• NASA reports current service disruptions with the Payment Management System (PMS) affecting Federal Financial Report (FFR) generation; impacted recipients are exempt from noncompliance penalties.
• Recipients must immediately cease all Diversity, Equity, Inclusion, and Accessibility (DEIA) activities in compliance with recent federal executive orders and policy guidance.
• Updated terms and conditions are now maintained as a standalone document separate from the Grant and Cooperative Agreement Manual (GCAM).

DEIA Policy Directive

• Effective January 23, 2025, NASA directed all grant and cooperative agreement recipients to stop all DEIA-related activities, including:
  • Planning, training, and workshops.
  • Specific reporting and staffing considerations.
  • Any other direct or indirect activities associated with DEIA.
• Recipients are required to notify their assigned Grant Officer if they identify specific grant requirements that violate these new directives.

Administrative Procedures

• Status Requests: Recipients should use the NASA General Information Request Form, selecting “Procurement including Grants & Cooperative Agreements” to receive automated updates.
• Reporting Deadlines:
  • Annual Performance Reports: Due 60 days prior to the award's annual anniversary.
  • FFR (Period 1): Due April 30.
  • FFR (Period 2): Due October 30.
  • Final FFR: Due 120 days after the Period of Performance ends.
