EcoWaste Coalition Warns of Lead-Laden Spray Paints Sold Online

• The EcoWaste Coalition has identified Chinese-made Jiuniuxing Aerosol Spray Paint being sold online containing dangerous levels of lead.
• Three out of five tested samples exceeded the legal limit of 90 ppm, with levels reaching as high as 54,340 ppm.
• Lead-containing paints are prohibited under the 2013 Department of Environment and Natural Resources (DENR) Chemical Control Order (CCO).

Findings and Regulatory Violations

• Using X-Ray Fluorescence (XRF) testing, the group found the following lead concentrations in Jiuniuxing paints:
  • Yellow: 54,340 ppm
  • Orange: 44,320 ppm
  • Green: 37,340 ppm
• Two other samples, jade green and deep yellow, showed no detectable lead, proving that safe alternatives exist.
• This follows the recent discovery of Corolla Spray Paints, also from China, which contained lead levels exceeding 100,000 ppm.

Health Impacts and Advocacy

• The United Nations Environment Programme (UNEP) warns that lead is a multi-system toxicant with no safe level of exposure; it is particularly hazardous to children's neurological development.
• EcoWaste Coalition is calling for:
  • Stricter import enforcement to block leaded paints.
  • Regulatory action to uphold the Philippine lead-paint ban.
  • Global cooperation via the International Pollutants Elimination Network (IPEN) to list lead chromates under the Rotterdam Convention, which would restrict the international trade of these substances.
